I think a good logo like you said and a good template.
And you can't forget some interesting forums that people would like to post in.
And never make your forums private just so you can get members.
It doesn't work that way.
Guests are the most important thing of your forum, as if they didn't see your forums then you wouldn't get any members.

Definately a good template, also if you have lots of things on your forum and looks messy, it will make members and guests leave your forum and also if your forum takes ages to load, they wont bother signing up

Not every forum needs tons of members to become succesful.
I was looking threw the biggest forums and a few of them had like 10-50 people and had like 20,000+ posts.

something that isn't going to be complicated to join, you know like you have to repeat your password a second time then a link will be sent to your email and in about a week the admin may agree to you joining!
